The Harlow Secures $44 Million Refinancing in Sign of Wesley Chapel's Real Estate Strength

WESLEY CHAPEL / PASCO COUNTY, FL — One of Wesley Chapel's newer luxury apartment communities just landed a major vote of confidence from the commercial real estate market. Berkadia has arranged $44 million in refinancing for The Harlow, a 248-unit, Class A community at 5101 Bruce B. Downs Blvd., on behalf of owners Mast Capital and Rockpoint.


What the Deal Involves

Walton Street Capital provided the three-year, floating-rate loan, which pays off The Harlow's original construction loan and gives the ownership group flexibility to pursue a future sale or permanent financing in the years ahead. The property was 98% occupied at the time the loan closed. Berkadia's team — Mitch Sinberg, Scott Wadler, Matthew Robbins, Brad Williamson and Bryan Brown — arranged the financing out of the firm's Miami and Boca Raton offices.


About The Harlow

Completed in 2024, The Harlow sits on about 16 acres roughly half a mile north of the $250 million BayCare Hospital Wesley Chapel, which opened in 2023. The four-story, garden-style community offers one-, two- and three-bedroom units averaging about 1,006 square feet, along with a resort-style pool and sundeck, a fitness studio, a walking trail, EV charging stations, detached garages, and a clubhouse with coworking space and private offices.


Why Investors Are Confident

Berkadia's Matthew Robbins pointed to the Wesley Chapel submarket's "strong population growth," along with the area's continued investment in retail, health care and infrastructure, as key reasons behind investor confidence in the deal. Mast Capital Founder and CEO Camilo Miguel Jr. echoed that outlook, citing "the continued demand we see across the Wesley Chapel market" as validation of the community's strong leasing performance.

A $44 million refinancing on a nearly-full property is a clear signal that institutional investors still see Wesley Chapel as a strong bet, even as the broader apartment market has cooled in parts of the country. For residents, it's another marker of how fast the corridor along Bruce B. Downs Boulevard has filled in with new, high-end housing to match the area's rapid population growth.
