State-Approved Turnaround Plan Gives Pasco District Options as Gulf View Middle Faces Critical Year

For the third consecutive year, Gulf View Middle School in Pasco County has received a D letter grade from the state — and officials are now weighing some of the most significant intervention options the Florida education system allows. The State Board of Education has given the Pasco County School District formal approval to pursue an outside turnaround company if the school fails to improve its performance when letter grades are released this coming July.

Who Is MGT, and What Would They Actually Do?

MGT, formerly known as MGT Consulting, is a Tampa-headquartered firm that specializes in reversing low academic performance in public schools across the country. Their approach centers on data-driven instructional strategies, direct leadership coaching, and targeted community engagement.


Importantly, under the proposed arrangement with Pasco County Schools, MGT would not replace the school's administration. The school's principal and staff would remain in place. Instead, MGT would embed leadership coaches, subject-area academic specialists, and ongoing performance monitoring services into the school's operations — essentially working alongside existing staff rather than displacing them.


This is the same company the district previously contracted to help turn around Cox Elementary School in the prior school year, an effort officials have pointed to as a reference point for what MGT can accomplish.


Superintendent Legg Says He's Confident — But Wants a Safety Net in Place

Perhaps the most notable element of the current situation is that the Pasco County School District is simultaneously pursuing the outside turnaround contract while also expressing confidence that it won't be needed.


Superintendent John Legg addressed the State Board of Education directly, telling members that Gulf View Middle has experienced meaningful gains during the current school year, largely due to a leadership transition and the addition of new teachers. Legg went further, saying the district is not just hoping for a passing grade — they're aiming higher.


A New Building Could Be a Fresh Start

In addition to the academic intervention discussions, district officials confirmed that Gulf View Middle School will relocate to a brand-new building in the fall of 2026. That physical transition could serve as a symbolic and practical reset point for the school community, offering students and staff a fresh environment as they work toward improved performance.
